Frank Ingari
Frank Ingari

Chief Executive Officer, President & Board Chairman

Frank Ingari is Tandigm’s Chief Executive Officer, President and Chairman of the Board. In his role, Frank is responsible for all day-to-day management decisions and implementing Tandigm’s long- and short-term strategies as the organization continues to strengthen and grow its population health capabilities.

With more than 35 years of experience serving the healthcare and information technology industries, Frank has a proven track record of impacting transformational growth. Prior to joining the team at Tandigm, Frank developed a reputation as a successful CEO and leader in healthcare and technology, with notable operational experiences and executive accomplishments.

Since leading the turnaround and concluding the sale of NaviNet as CEO in 2016, he has been consulting with national leaders in payer, provider, and health information technology markets, with particular focus on Medicare Advantage and the role of primary care in healthcare transformation. Prior to NaviNet, Frank led Essence Healthcare, a physician-founded health plan, growing the company to more than a half billion dollars in premium revenue and a coveted 5-STAR rating. He was also a co-founder and the CEO of Lumeris, a top-rated value-based care platform and services vendor. Prior to his service in healthcare, Frank ran the Lotus PC Spreadsheet Division and was CEO of remote access vendor Shiva.

In addition to direct operational responsibility, Frank has deep governance experience.  He has served as Chairman, Committee Chairman, or Board member for public and private companies including Sybase, Microstrategy, Essence Group Holdings, Lumeris, NaviNet, Shiva, and PowerSoft.

Frank was named the nation’s “Best Private Company CEO” by Upside Magazine, is a two-time Ernst & Young Regional Entrepreneur of the Year Finalist and was named a “50+ Innovator” by AARP.

Frank received his Bachelor of Arts Degree, summa cum laude, from Cornell University where he studied American Literature and History.

Pamela Eckardt
Pamela Eckardt

Chief Performance Operating Officer

Pamela Eckardt, R.N., is the Chief Performance Operating Officer. In her role, Pam is responsible for executive oversight and management of Tandigm’s network-facing operations. This includes network solutions and programs, accurate coding and education, quality, specialist alliances and incentives. She also oversees Tandigm’s human resource function. With over 30 years of experience in the healthcare industry, she is an experienced leader specializing in the use of new models to support the advancement of population health.

Prior to her current position, Pam was an integral part of the strategy development team at Independence that created Tandigm Health. She spent more than 20 years at Independence serving in a range of roles, including contracting and provider networks, care management, and strategy and corporate planning.

Prior to joining Independence, Pam practiced as a registered nurse at Lehigh Valley Hospital in Allentown, Pa., concentrating in oncology care.

Pam graduated with a Bachelor of Science in nursing from Bloomsburg University and a Master of Business Administration from Villanova University.

Keith Garthwaite

Sr. Vice President & Chief Financial Officer

Keith Garthwaite is the Senior Vice President and CFO of Tandigm Health. He brings broad financial experience to Tandigm having held increasingly senior positions in the US and Europe across the healthcare spectrum.

Prior to joining Tandigm, Keith was Vice President, Business Analytics at GlaxoSmithKline (GSK). In this role he created a novel global analytics center of excellence for GSK’s $8B Consumer division.

Keith relocated from the UK to the US in ’06. Between ‘06 and ‘10 he was VP & Controller, GSK Consumer, playing a key role in the division’s industry-leading growth.

Prior to relocating to the US, Keith initially led the financial support of GSK’s UK Sales and Marketing teams before becoming Financial Controller of GSK’s Europe Region. Notable successes included the acquisition of Block Drug Inc., the launch of NiQuitin, Europe’s leading Smoking Cessation brand and the development of a global ERP platform.

Keith commenced his career with PwC in London. He is an Associate of the Institute of Chartered Accountants in England and Wales, and has a first class honors degree in Toxicology & Pharmacology from University College London.

Keith lives in Chester County with his wife and 3 children and is an accomplished triathlete.

Stanley J. Milavec, Jr., Esq
Stanley J. Milavec, Jr., Esq

SVP, Enterprise Services
General Counsel & Corporate Secretary

Stanley J. Milavec, Jr., Esq., is the Senior Vice President of Enterprise Services, General Counsel & Corporate Secretary for Tandigm Health.  Stan joined the Tandigm team on March 1, 2016. In his position, Stan is responsible for all legal matters related to the Company and participates in the development and implementation of short and long-range plans, goals, objectives and programs for Tandigm.

Before joining Tandigm, Stan was a partner in the law firm of Buchanan, Ingersoll and Rooney, P.C.  He has represented Tandigm since its inception in April, 2014.

Stan has 30 years of legal experience, 15 of which were spent managing the legal affairs of large teaching hospitals and integrated health care delivery systems. He represented regional imaging centers, large physician practice groups, pharmaceutical companies, long-term care providers, medical device and equipment manufacturers and distributors, and health insurance companies.  He focuses on corporate and business law, corporate governance, regulatory matters and transactions.

As co-founder of two revolutionary health care businesses, Stan has knowledge and experience with regard to FDA applications, approvals and exemptions, negotiating and securing capital, and the sale and distribution of medical products and clinical services to hospitals, health systems, physicians and consumers. He has also extensively advised hospital and private physician clients on health care related matters including Medicare and Medicaid reimbursement, medical staff disputes, acquisitions, affiliations, joint ventures and divestitures.

Stan received a bachelor’s degree from the University of Pittsburgh, a law degree from the University of Pittsburgh School of Law, and a master’s degree in public health and healthcare administration from Harvard University.  Stan has taught health care, licensing and contract related courses at Columbia Law School and Villanova University School of Law. He is listed in Philadelphia Super Lawyers® for Health Care, and in SmartCEO Magazine as one of Philadelphia’s “Legal Elite” for business legal advice.

Kevin M. Fosnocht
Kevin M. Fosnocht

Chief Medical Officer

Kevin M. Fosnocht, MD, FACP is Tandigm’s Chief Medical Officer. As Chief Medical Officer, Kevin is responsible for providing senior clinical leadership to Tandigm’s network of over 1,300 primary care and specialty physicians. This includes oversight of the development and implementation of Tandigm’s innovative coordinated care model. Throughout his 20+ years of clinical and leadership experience, Kevin’s professional accomplishments have centered on provider engagement and improving quality and patient outcomes.

Kevin first joined Tandigm in 2020, serving as the VP of Network Transformation. His strategic leadership helped establish the foundation of Tandigm’s primary care and specialty practice models. Between his time as Tandigm’s VP and his return as CMO, Kevin was VP of Clinical Network and Strategy at Thyme Care, an oncology value-based care management company. Kevin also spent nearly a decade as Chief Medical Officer and Associate Executive Director of Penn Presbyterian Medical Center. Prior to that, he served in several clinical and administrative roles at Penn Medicine, including Program Director for Penn Medicine’s Primary Care Internal Medicine training program. His experience is further supplemented by his work within a community health system, Crozer-Keystone Health, serving as its AVP of Quality and Patient Safety.

Kevin graduated from Villanova University with a bachelor’s degree in Philosophy. He then went on to receive his medical degree at the Pennsylvania State University College of Medicine, before completing his internship and residency in internal medicine at the Hospital of the University of Pennsylvania. Kevin has nearly 25 years of clinical practice experience in primary care as a board-certified internist and is a Fellow of the American College of Physicians.
